| Early Childhood Intervention (ECI) is a state-funded agency that provides services to families who have infants and toddlers with developmental delays. The state of Montana has contracted with ECI for 35 years to provide these home-based services for qualifying children from birth to 36 months of age. Part C federal and state funds are used exclusively to support all ECI functions, no general funds are used from the Billings Public Schools budget. However there is a close relationship between ECI and Billings Public Schools in communication and in providing a seamless transition for children who qualify for special education services at age 3. In addition the Billings Public Schools has received thousands of "graduates" from ECI, children who perform stronger in school and life due to the intensive early intervention provide at a young age.
